Job Description

Responsibilities: 1. Provide on-site management of the Marine/terminal operations contracts.<br> 2. Work with Procurement and Logistics Manager in design and details of outsource contract and implementation strategy and scope of contracts for acquisition of assets and services.<br> 3. Manage shore bases including leases, and contractor costs and contractor activities.<br> 4. Regularly monitor performance of vessels to Resource Management plans and schedules.<br> 5. Utilize the Operational Management System, including core KPIs, to proactively manage the operations to deliver efficient and effective business results.<br> 6. Participate in development of logistics metrics, scorecards, and performance reporting of KPIs.<br> 7. Ensure effective utilization of marine resources by C-Logistics.<br> 8. Manage the distribution and compliance to marine standards.<br> 9. Provide supervision for the Marine-Terminal Contract Managment Analyst and HSE Technicians.<br> 10. Monitor key performance indicators as outlined in the Service Level Agreements.<br> 11. Ensure contractor compliance with Shell standards and conduct regular contractor performance assessments.<br> 12. Ensure Resource Planning plans are executed effectively on consistent basis.<br> 13. Participate in the validation of operational targets and communication to the contractor.<br> 14. Participate in reporting on performance to Business Plan and Budget.<br> 15. Develop clear and concise communications and presentation for all financial results.<br> 16. Assure all marine/terminal activities are performed in accordance with HSE requirements.<br> 17. Participate in safety audits, incident reporting and investigation, incident profile matrix determination.<br> 18. Develop and execute marine emergency response plans.<br> 19. Understand operation of Marine Voyage Control and GulfShare systems, be capable of using the systems to help run the business.<br> 20. Participate in the implementation of GLMS, and ensure full utilization so it delivers value.<br> 21. Define operational work practices and ensure documentation of all procedures.<br> 22. Actively participate in Procure-to-Pay process from input through implementation.<br> 23. Identify and facilitate improvement in business process controls to reduce cycle times and costs.<br> 24. Ensure implementation of audit recommendations.<br> 25. Ensure compliance with disposal of damaged/obsolete inventory.<br> 26. Perform verification of appropriate approvals per MOC process.<br> 27. Provide marine expertise and advice throughout EPW.<br> 28. Adhere to annual expense budget.<br> 29. Create and maintain an environment of inclusion that respects and values individual differences and is aligned with Shell’s core values.<br> 30. Commitment to health, safety and protection of the environment.<br> 31. Supports RPD’s commitment to safety by complying with programs regarding health, safety and protection of the environment.<br> 32. Demonstrates safe work practices, takes part in safety meetings as required, and advises relevant personnel of any non-conforming conditions.<br> 33. Performs other projects / tasks / duties as assigned.<br> Qualifications: The following are required: <br> • Must be able to respond to emergency calls as needed and work extended hours as appropriate.<br> • Must have the legal right to work in the United States.<br> • Must be a licensed mariner with a minimum of a Masters 1600 ton/ 3000 ITC (International Tonnage Certificate) and come with min 4 years command experience.<br> • Experience managing contracts valued at or above $30 million.<br> • Experience working in a collaborative fashion across the organizational units to accomplish goals which require resources outside span of control.<br> • Contract negotiation skills and experience.<br> • Experience acting as a representative in external industry forums.<br> • Strong analytical skills including strong computer proficiency.<br> • Ability to manage to targets through key performance indicators.<br> • Demonstrated ability to manage competing priorities.<br> • Demonstrated ability to communicate effectively with senior management, external bodies, and all level of employees within direct organization.<br> • Demonstrated success in identifying and implementing effective courses of action to complete work and ensure achievement of departmental goals.<br> • Experience implementing and managing processes effectively.<br>

Requirements
