Argus Launches Industry-First FuelEU Maritime Spot Price for Compliance Trading

Global commodity price reporting agency Argus has introduced the first FuelEU Maritime pooling spot price, giving shipowners and charterers a market benchmark to optimise compliance decisions and trade surplus positions.
Global energy and commodity price reporting agency Argus has launched what it describes as the industry's first FuelEU Maritime pooling spot price, marking a significant development in the emerging compliance trading market created by the European Union's FuelEU Maritime regulation.
According to Argus, the new price assessment covers FuelEU Maritime pooling spot transactions as well as bio-LNG abatement values, providing shipowners, charterers and other market participants with a transparent benchmark to guide compliance strategy and cost management.
The FuelEU Maritime regulation, which entered into force at the start of 2025, requires vessels calling at EU ports to progressively reduce the greenhouse gas intensity of the energy they use. The regulation introduces a pooling mechanism that allows companies with surplus compliance positions — those operating vessels running on cleaner fuels — to transfer that surplus to operators facing a deficit, creating a tradeable compliance commodity.
Until now, the absence of a standardised, publicly reported spot price has been a notable gap in the market infrastructure surrounding FuelEU Maritime. Argus says its new assessment addresses this directly, enabling market participants to value their compliance positions with greater confidence and to identify opportunities to monetise surplus allowances or reduce the cost of covering shortfalls.
'The launch of this price gives the market a credible reference point at a critical time,' the company indicated in its announcement. 'Shipowners and charterers can now make more informed decisions about whether to pool, trade or adjust their fuel mix to meet regulatory targets.'
The development reflects the broader maturation of the FuelEU Maritime compliance ecosystem, which analysts have compared in structure to the EU Emissions Trading System, where established price benchmarks play a central role in corporate planning and risk management.
For the shipping industry, transparent pricing in the compliance space is expected to encourage greater participation in pooling arrangements and could accelerate investment in alternative fuels by making the financial value of cleaner operations more legible to decision-makers.
Argus, which publishes price assessments across energy and commodity markets globally, said the FuelEU Maritime spot price will be updated on a regular basis to reflect prevailing market conditions.
The launch positions Argus alongside other price reporting agencies competing to establish reference benchmarks in the fast-evolving maritime decarbonisation compliance market.
