Solar Energy Adoption Slowed by Regulatory Confusion and Installation Concerns, Study Finds

A new study by Zendure highlights that misconceptions around regulation and perceived installation complexity are holding back wider consumer adoption of solar energy systems, with implications for the maritime and port sectors exploring shore-side renewable solutions.
A recent study published by energy technology firm Zendure has found that regulatory uncertainty, leasing contract complications, and a perceived complexity around installation are among the primary barriers slowing the broader uptake of solar energy — findings that carry relevance for the maritime industry as ports and vessel operators increasingly look to shore-based renewable power solutions.
According to the study, 76% of interested consumers cited misconceptions about regulation and tenant rights as key obstacles preventing them from adopting solar systems. Yet among those who have already made the switch, 53% identified ease of self-installation as the decisive factor in their purchasing decision — suggesting that clearer communication around the process could unlock significant latent demand.
The research, released from Paris, underscores a growing tension in the energy transition: while the technology itself continues to mature and become more accessible, the surrounding regulatory and contractual landscape remains a source of confusion for many prospective adopters.
For the maritime sector, these findings are pertinent. Ports across Europe and beyond are under mounting pressure to reduce their carbon footprints, with shore power infrastructure and on-site renewable generation forming a central part of decarbonisation strategies. Terminals and port landlords exploring rooftop or ground-mounted solar installations may face similar friction points — particularly where leasehold arrangements, grid connection approvals, and planning permissions intersect.
As the industry works toward compliance with tightening environmental regulations, including the EU's FuelEU Maritime and shore-side electricity requirements under the Alternative Fuels Infrastructure Regulation (AFIR), removing barriers to renewable energy adoption at port facilities will be essential. Studies such as Zendure's serve as a reminder that technology readiness alone is insufficient — regulatory clarity and stakeholder education must keep pace.
